On June 26, 2025, the Hong Kong SAR Government officially released the 𝐏𝐨𝐥𝐢𝐜𝐲 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 𝐨𝐧 𝐭𝐡𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐨𝐟 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐀𝐬𝐬𝐞𝐭𝐬 𝐢𝐧 𝐇𝐨𝐧𝐠 𝐊𝐨𝐧𝐠 𝟐.𝟎 (hereafter referred to as 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐀𝐬𝐬𝐞𝐭 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐨𝐥𝐢𝐜𝐲 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 𝟐.𝟎), setting a clear path to build a trusted and innovative digital asset ecosystem.

852Web3 fully supports this upgrade and welcomes Hong Kong’s rise as a global Web3 hub.

Since Policy Statement 1.0 in late 2022, Hong Kong has seen strong growth — with 10 licensed virtual asset platforms, HKD 51 billion in custodial assets, and over HKD 172 billion in trading volume. The 2.0 version marks a shift toward mature regulation and practical applications amid fast-evolving global trends.

The policy focuses on four pillars — 𝐋𝐄𝐀𝐏:
𝐋𝐞𝐠𝐚𝐥 & 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲: Licensing stablecoins (from Aug 1, 2025), custody rules, and fair trading frameworks.

𝐄𝐱𝐩𝐚𝐧𝐝𝐢𝐧𝐠 𝐓𝐨𝐤𝐞𝐧𝐢𝐬𝐞𝐝 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐬: Moving beyond NFTs to bonds, commodities, trade finance, and real-world assets.

𝐀𝐝𝐯𝐚𝐧𝐜𝐢𝐧𝐠 𝐔𝐬𝐞 𝐂𝐚𝐬𝐞𝐬 & 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩𝐬: Encouraging cross-sector cooperation and real-world integration.
